Calibration of measuring instruments is done by Certified reference materials (CRM) for evaluating measurement procedures and ensuring internal and external quality control. CSIR-NPL has initiated CRM production under Make in India scheme as issued by CSIR. With atomic time scale, Indian Standard Time achieves works on accuracy of 2.9 nanoseconds. Precise time is calculated around the world in about 70 countries including India at various National Measurement Institutes (NMI). CSIR-NPL maintains India's time. It is now targeting to synchronize all clocks in accordance to IST for reducing cybercrime and securing digital infrastructure.

PM Modi also mantled the idea of National Environmental Standards Laboratory under CSIR.  According to CSIR pollution measuring instruments in India are imported from international agencies with proper certification. These certificates authorise the efficiency of instruments on basis of environmental conditions of the issuing country which tampers with the measuring quality in Indian context. "In this race to achieve self reliance, India is leading in terms of environment. India is still dependent on others for air quality measuring tools and emission. This will bring independence and testify our capabilities to do better. It will be cost efficient and increase India's share in the global market," he added.
